Job Description


This position will be responsible to provide, verify and assure short and long term facilities capital cost estimating matters throughout project life cycle from exploration phase up to abandonment, covering all upstream, downstream and midstream projects within business portfolio and dimension The scope coverage involves facilities cost estimation and in-house analysis and market intelligence, throughout the total project life cycle for all types of greenfield, brownfield, small and marginal field, Enhanced Oil Recovery (EOR), rejuvenation, LNG, downstream and infrastructure projects at volatile market conditions

Uniqueness of projects with wide spectrum of complexity, environment, requirements and governance, trending and market factor for equipment and materials, project scopes and schedule containment, cost strategy, project execution sequencing, contracting strategy, project risk management expectation, system and procedures, are key factors in driving cost competitiveness and robustness

Diverse interfacing across the organization leading to a critical challenge in managing stakeholders for cost estimation and database as well as ensuring cost estimate standardization, validation and consistency

Key Accountabilities

1 - Project Cost Estimation
Provide, verify and assure the undertaking of capital projects cost estimates, cost estimates analysis or validation and ensure alignment with project requirements with competitiveness and robustness as key elements while emphasizing compliance to Health, Safety and Environment (HSE), Quality and Integrity standards and requirements to ensure final investment decision is made for optimum value creation

2 - Stakeholder Management
Establish and manage close working relationship with Front End, Project Management Team and other business fraternities in providing services and advice on cost estimates, its potential of variation, cost overrun or underrun as well as actions necessary in reporting any irregularities or inconsistencies in cost estimating throughout the project life cycle from initiation to abandonment

3 - Process and Guideline Development
Propose and guide the development and sustainability of system improvement in Cost Engineering Framework to support cost development accuracy, competitiveness and robustness at all level of project sequencing incorporating all sub-processes in collaboration with all other divisions to ensure compliance with requirement and governance

4 - Advisory Role
Manage and collaborate with other units that require support, services or recommendations on capital projects cost estimation, risk assessment and value management, cost monitoring and control, scheduling etc to relevant stakeholders and clients throughout business’ organization in ensuring consistency and application of industry best practices and methodology

5 - Resource Requirement and Allocation
Identify and Implement the resource requirements (manning, tools, data input or source) and assure appropriate allocation in developing the cost estimates and ensure coordination and alignment with stakeholders

Candidate must possess at least a Bachelor's Degree,in any Engineering field from recognized universities or institutionsKnowledge or skills in project management, front end and cost estimation related areasPossess excellent human relation, communication and motivational skillsMinimum 15 years of working experience with at least 10 years in oil and gas industryPreferably Managers specializing in Cost Estimation1 Contract position available
