Job Description

A lead coordinating role in supply chain management team in developing and ensuring cost optimization and compliance in all subcontracting activities from pre-qualification, tendering and finalization of subcontractsAdministers bidding process and contracts for vendor performance / compliance with established limits (eg prepare specifications, evaluate bids, recommend vendors, conduct bid meetings, etc) for the purpose of securing items and / or services within budget and in compliance with regulatory requirementsHandle contractual, legal, commercial and insurance issues related to subcontractors and ensuring contractual and commercial are efficiently-managed to minimize potential claims from any subcontractorsCompiles data from a wide variety sources (eg vendors, staff, public agencies, etc) for the purpose of analyzing issues, ensuring compliance with a wide variety of purchasing policies and procedures, and / or monitoring subcontracting processesResponsible in interfacing with the business Attending meetings as requested by the business and support certain project, production and sales attainment efforts with the assistance of the other procurement groupsAdminister for successfully executing subcontracting activities for Oil & Gas projects and will work closely with the project management teams to identify and capture savings and to ensure project deliverables arrive in line with schedule requirementsAdminister the Processes and Standardization function that will be responsible for procurement compliance and controls (working closely with SBU’s), Master Data, KPI administrator, Supply Chain ReportingDirect and manages any variance orders and any contractual disputesDevelop comprehensive Request for Proposal (RFP), quotes to minimize risks & compliance and involve in negotiation of price, commercial and other terms and conditions from subcontracting activitiesMaintains subcontracting information, files and records (eg RFP, purchase orders, vender files, etc) for the purpose of ensuring the availability of documentation and compliance with established policies and regulatory guidelinesPrepare budget and cost management structure for subcontracting activities and manages subcontract terms and conditions, resolve disputes, claims, contract close-out, and payments / invoicesResearches contracts, suppliers, equipment and regulations, including evaluation of new products for the purpose of analyzing information to determine product and / or service need and availability as necessaryRespond to inquiries from a variety of internal and external sources for the purpose of providing information, direction and / or appropriate referralsServes as liaison with vendors for the purpose of monitoring and consolidation of orders for better management of expensesMaintain procurement controls procedures and ensure that controls are implemented and enforced across board in every procurement activitiesPerform any other tasks assigned related to the job from time to time

THE PERSON
Bachelor Degree in Quantity surveyor / Finance / Economic / Business or equivalentMinimum 10 years of related experience (3 years in oil & gas industry, preferably in upstream sector) in sourcing, purchasing, logistic and material controlThorough understanding of subcontracting or purchasing processes and know-how in oil & gas industryUnderstanding of standard subcontract and marine contracting documentsCustomer-service orientation with good written and verbal communication and interpersonal skillsAbility to prepare proposals and related subcontracting documentsGood planning, coordination, and organizing ability
